On November 7, 2008, well into the global financial crisis, the Canadian Chamber of Commerce released a report focused on the skills shortage, which recommended that Canadian businesses and local and federal governments “act quickly to combat this real threat to Canadian prosperity, especially in light of the current global economic turmoil”.

The report estimated that 75 percent of all new jobs created in Canada will be high skilled by 2010, and under its current model, Canada simply cannot meet that demand.
